Regulations
I. Aims
1. Huesca International Film Festival aims to promote cinematographic culture through short film by discovering innovative work in this field.
II. Organization
2. It is organized by Fundación Festival Internacional de Cine de Huesca.
3. The 44th edition of Huesca International Film Festival will be held from 17th to 25th June 2016 and it will consists of the following competitions:
- Latin American Contest
- International Contest
- Documentary Contest
III. Terms and conditions
4. The festival is open to fiction, documentary, animation and experimental short films. Though there are no thematic restrictions, TV series and tourism oriented or advertising short films are excluded.
5. Entrants may submit as many entries as desired. The inscription fee for each short film will be 1 Euro (apart from Festhome platform service cost).
6. Short films entered must have been produced after January 1st, 2015 and have never been submitted to this festival in former editions.
7. Films will be submitted in their original language. If other than Spanish or English, films shall be compulsorily subtitled in Spanish or English.
8. Maximum length shall not exceed 30 minutes, except for documentary short films, that may run up to 40 minutes.
9. Fiction and animation short films coming from Latin American countries will be registered in the Latin American Short Film Contest. Those awarded in that competition, along with those short films selected by the Selection Panel, will participate afterwards in the International Contest.
10. A pluralistic and qualified selection panel will shortlist those short films participating in the three contests. The contact person provided by the application form will be informed about the selection.
IV. Submissions
11. All short films submitted shall conform to the following standards:
- Submission deadline is March 10th, 2016.
- Submission shall be online via “Festhome” at www.festhome.com, all compulsory fields must be filled in. Platform related expenses and the festival inscription fee will be borne by participants.
- Entrants have to create an account at Festhome and upload the video file in the specified format (an .mp4 file encoded with the codec H.264 at a bitrate between 1250 kbps and 1750 kbps), with inlaid English subtitles for those submitted films whose original version is not in English language.
- Those entrants with a problematic online submission due to geographical location and conflicts in their countries, may apply to participate in the short film contest via the following email address: peliculas@huesca-filmfestival.com
V. Selected films, delivery and projection copies
12. All shortlisted films shall compulsorily send a screening copy with English subtitles (unless original language is English) and the scripts in Spanish or English.
13. In case the information was not previously uploaded on Festhome, shortlisted entrants shall send a file with an EPK (Electronic Press Kit) consisting of:
- Three photographs or frames representative of the film and a picture of the director. The most suitable format shall be a digital file, 300 dpi, JPEG or TIFF approximately sized 10 x 15 centimetres.
- Director’s bio-filmography to a maximum of 600 characters.
- Script.
- A three minutes long trailer for promotion purposes at a minimum 720p resolution H.264 encoded at a bit rate between 10,000-15,000 kibts/s.
14. Entrants authorize the Festival organization to broadcast these film clips in any media so as to promote the Festival. The Festival may equally use movie and director pictures for press and other media, as well as for the festival catalog. Delivery of this material implies total acceptance of these conditions.
15. Shortlisted films will take part (upon prior acceptance of a specific contract) in the online edition of Huesca Festival At Home, through Festhome on demand video platform (ondemand.festhome.com). Short films will be available at least during the festival’s official dates and up to a maximum of one month. The profits obtained will be distributed as follows: 65% for the participating short films, 35% for Festhome LTD.
16. Screening copies of selected films must compulsorily be at the Festival office before Mai 3rd, 2016. The files shall be sent through a FTP service made available to the authors by the festival. Delivery date shall be reported to the organization at the email address: peliculas@huesca-filmfestival.com. The non-compliance with this requirement will result in the exclusion of the entered film.
17. Shortlisted films must be presented on digital media, a master coded, at 1920 x 1080i/p or 1280 x 720p. at the same frame rate at which it was edited. The uncompressed digital audio .wav or .aif at 16 or 24 bits, 48 kHz. using a .mov códec format: Avid DNxHD.

18. Shortlisted films shall be recoded for its final projection, adding English or Spanish subtitles, if necessary using códed: H.264 at a bitrate between 10,000 – 20,000 kbits/s.
19. Authors or right holders shall not receive any payment for the screening of the shortlisted works during the festival.
20. Selected films will become part of the archive of Foundation Festival International de Cine de Huesca and therefore private access for educational or research purposes will be granted.
21. Return costs of non-awarded films will be borne by the organization, if necessary.
22. Screening of any film might be refused in case it might not guarantee a mandatory good technical quality for proper public viewing.
VI. TV and internet broadcasting
23. Participation in the Festival implies the authorization to broadcast clips of the film on TV channels and internet.
VII. Jury
24. The juries of every contest will grant the prizes and trophies amongst all the short films selected for the official section of the three contests.
25. The jury decision will be final, their members ensuring to keep their decision in the strictest confidence until the prizes have been officially awarded at the Festival closing.
VII. Prizes
LATIN AMERICAN SHORT FILM CONTEST
It will take place during the course of the Festival, and following official prizes will be awarded:
- 1st Prize / DANZANTE: five thousand Euros cash prize and trophy.
It will automatically be ranked to enter the Short Films category of the Academy of Motion Picture Arts and Sciences – Hollywood for the corresponding season.
- 2nd Prize / CACHO PALLE: two thousand Euros cash prize and diploma.
- Best First Work / ALBERTO SÁNCHEZ: two thousand Euros and trophy.
The Youth Jury will award Best Latin American First Work –that is, 1st or 2nd film–.
INTERNATIONAL SHORT FILM CONTEST
It will take place during the course of the Festival, and following official prizes will be granted:
- 1st Prize / DANZANTE: five thousand Euros and trophy.
It will be automatically ranked to enter the Short Films category of the Academy of Motion Picture Arts and Sciences – Hollywood for the corresponding season.
- Best Animation Short Film / JINETE IBÉRICO: two thousand euros and diploma. Awarded by INSTITUTO DE ESTUDIOS ALTOARAGONESES.
- Best First Work / ANSELMO PIÉ: one thousand Euros and trophy.
Granted by FUNDACIÓN ANSELMO PIÉ SOPENA to Best First Work, that is, a 1st or 2nd film. It will be awarded by the Youth Jury.
- Human Values Award / FRANCISCO GARCIA DE PASO: trophy.
Best Short film to stand out the defence of human values.
DOCUMENTARY SHORT FILM CONTEST
It will take place during the course of the Festival, and following official prizes will be granted:
- 1st Prize / DANZANTE: five thousand Euros and trophy.
- Special Latin American Prize / JOSÉ MANUEL PORQUET: two thousand Euros and diploma.
Best Short Film Documentary produced in a Latin American country, unless Danzante Award may have been granted to a Latin American production, in which case it would then be conferred to the second most highly valued Latin American film by the corresponding jury.
THE AUDIENCE AWARD
The Audience Prize shall be awarded by Aragón Televisión according to the following considerations:
- Any shortlisted work may be awarded.
- It shall be awarded through the voting of the audience.
- ATV (Aragón Television) will buy broadcasting rights (900 Euros worth) of awarded work, as well as promote and broadcast them: copyright holders’ consent shall thereby be requested.
IX. Prizes guidelines
26. None of the aforementioned prizes can be awarded ex-æquo nor remain vacant.
27. Prizes are conferred to film directors, except in the case of works produced by film academies, schools or other cinematographic teaching institutions.
X. Addional concerns
28. Once the Festival is over, awarded short films –or those that may have been accredited by special mentions- might be broadcasted in educational and cultural programmes, on a non-profit-gaining basis, subject to the authors’ prior notification and consent.
29. Participants are responsible for securing necessary permissions to participate in the Festival so as not to violate the rights of third parties also involved in the film production.
30. By entering, entrants of the contests agree to comply with these regulations.
31. Huesca International Film Festival will decide on any eventualities not mentioned in these regulations and their decision will be final.
32. These regulations are published in Spanish and English. The Spanish text will be considered the reference text whenever any interpretation doubt may arise.
