I. PURPOSE

1.- The purpose of the Huesca International Film Festival is to promote cinematographic culture through short films, sharing innovative proposals in this field.

 
II. ORGANIZATION

2.- The Festival is organised by the Fundación Festival Internacional de Cine de Huesca.

3.- The 48th edition of the Huesca International Film Festival will be held from 12th to 20th June 2020 and will include the following competitions:

  • IBERO-AMERICAN (SPAIN, LATIN AMERICA, AND PORTUGAL)
  • INTERNATIONAL (THE REST OF THE COUNTRIES)
  • DOCUMENTARY (ALL COUNTRIES)

All three competitions vie for the different Danzante Awards. These awards are set out in Point VIII and are qualifiers for the Goya Awards of the Academia de las Artes y las Ciencias Cinematográficas de España (Spanish Academy of Cinematographic Arts and Sciences) and the Oscars from The Academy.

To register, participants must take the country of production as a reference for the works. Incorrect registration may result in disqualification.

 
III. GENERAL CONDITIONS

4.- The festival is open to fiction, documentary, animation and experimental short films. Despite there are no thematic restrictions, tourism-oriented films or advertising short films, as well as TV series are excluded.

5.- Authors may submit as many short films as they wish. The registration fee for each short film will be 2’5 euros (This cost is independent of the service of the Festhome platform).

6.- Works produced after 1st January 2019 that have not been registered in previous editions of the festival may be submitted.

7.- The films will be presented in their original language. If the original version of the films is not Spanish or English, they must be subtitled in Spanish or English.

8.- The maximum duration will not exceed 30 minutes except for short documentaries that can be up to 40 minutes.

9.- Fiction and animation short films from the countries of the Ibero-American community will be registered in the Ibero-American Short Film Competition. The winners of this competition, along with all those deemed deserving by the Selection Committee, will then participate in the International Competition.

10.- A diverse and qualified committee will oversee the selection (process) of the short films that will be part of the three competitions. The results of the aforesaid selection will be communicated to the person indicated on the registration form.

 
IV. REGISTRATIONS

Non-documentary short films must be registered in the corresponding competition (Ibero-American or International) taking the country of production as a reference of the works. Incorrect registration may result in disqualification.

11.- All short films registered must comply with the following rules:

  • The submission deadline is Thursday, 13th February 2020. Deadline expires at 23:59 on the 13th February 2020 Central European Time CET (UTC+1).
  • Registration will be done online through the “Festhome” platform at www.festhome.com by completing all its mandatory sections. The participant will assume any related charges from this platform and the registration fee for the Festival.
  • The participant will create an account on this platform and will upload the video file with subtitles embedded in English, in the case of works whose original version is not Spanish or English.
  • Those participants who might have problems to register online, due to their geographical location and conflicts in the country, may apply to participate in the short film competition by sending an e-mail to peliculas@huesca-filmfestival.com
 
V. SELECTED SHORT FILMS SENDING AND SCREENING COPIES

12.- All selected short films must be sent with the screening copy without subtitles and the subtitle file in Spanish or English (SRT format) separately, within the period indicated after the selection notification. Failure to send the required material after the communication within the stipulated period may be grounds for disqualification.

13.- Those selected must send a file with an EPK (Electronic Press Kit) to peliculas@huesca-filmfestival.com (if they did not previously upload the material to Festhome). The file should have:

  • Three frames or photographs representative of the short film and a photograph of the director. The preferred format will be a digital file, 300 dpi, JPEG or Tiff with an approximate size of 10×15 cm.
  • Bio-filmography of the director in a maximum of 600 characters.

14.- The participants authorise the organisation of the Festival to use fragments of the selected works for their dissemination in any media in order to promote the Festival. Additionally, the Festival may use photographs of the short films and directors in the press and other media, as well as for the preparation of the Festival catalogue. The sending of the EPK implies acceptance of all these conditions.

15.- Unless their authors show otherwise, the selected short films will participate in the online edition of the competition “Festival Huesca en casa”, through the video on demand platform (ondemand.festhome.com) from Festhome LTD. The short films can be seen during the official festival dates and up to a maximum of one month. The profits obtained will be distributed as follows: 70% for the participating short films and 30% for Festhome LTD, with Festhome paying the corresponding amount for each short film.

16.- The selected short films must be in possession of the Festival in their exhibition format before 3 April 2020. The files will be sent through the server that the festival will make available to the authors. The sending date must be communicated by e-mail: peliculas@huesca-filmfestival.com. Failure to comply with this requirement will result in the ruling out of the work.

17.- The selected short films must be presented in DCP digital format or Prores Quicktime without embedded subtitles. Subtitles will be accepted as “Version File” (VF) linked to the original DCP or in SRT format.

The festival reserves the right to request additional projection copies in other formats to fulfil its technical needs.

18.- The selected short films will be recoded for their final screening, adding subtitles in English or Spanish and being finally screened in DCP format.

19.- The Festival will not pay any amount to the authors or people in charge of the selected works for their exhibition on the dates of the festival.

20.- The selected short films will become part of the archive of the Fundación Festival Internacional de Cine de Huesca. They may be consulted privately for educational or research purposes.

21.- If necessary, the Festival will pay for the return of non-awarded copies.

22.- Any work that does not offer the necessary technical guarantees for a proper public projection can be rejected.

 
VI. TV & INTERNET DISSEMINATION

23.- Participating in the Festival implies the authorization to broadcast pieces of the works displayed on Spanish television channels and on the Internet.

 
VII. JURY

24.- The juries of each competition will decide on giving the awards and trophies among all the short films selected for the official section of the three competitions.

25.- Their decision will be unappealable. The members of the jury will pledge to keep the secrecy of their decisions until the end of the official awards presentation and the closing ceremony of the Festival.

 
VIII. PREMIOS
 
IBERO-AMERICAN SHORT FILMS COMPETITION

It will be held during the Festival and the following official awards will be given:

– 1st prize · IBERO-AMERICAN DANZANTE AWARD: 5,000€ and a trophy.
It will be automatically qualified to participate in the Short Films category of the Academy Awards for the corresponding year.

– 2nd prize · CACHO PALLERO IBERO-AMERICAN DANZANTE: 2,000€ and a certificate.

– ALBERTO SÁNCHEZ DIRECTORIAL DEBUT IBERO-AMERICAN DANZANTE: 1,000€ and a certificate.
We understand the 1st and 2nd productions as a directorial debut. Awarded by the Youth Jury.

 
INTERNATIONAL SHORT FILMS COMPETITION

It will be held during the Festival and the following official awards will be given:

– 1st prize · INTERNATIONAL DANZANTE AWARD: 5,000€ and a trophy.
It will be automatically qualified to participate in the Short Films category of the Academy Awards for the corresponding year.

2nd prize · CACHO PALLERO IBERO-AMERICAN DANZANTE: 2,000€ and a certificate.
Awarded by the Instituto de Estudios Altoaragoneses.

– DIRECTORIAL DEBUT INTERNATIONAL DANZANTE: 1,000€ and a trophy.
Awarded by the Fundación Anselmo Pié Sopena. We understand the 1st and 2nd productions as a directorial debut. Awarded by the Youth Jury.

– FRANCISCO GARCÍA DE PASO HUMAN RIGHTS MENTION: Certificate.
A certificate for the short film that best highlights the defence of human values.

 
DOCUMENTARY SHORT FILM COMPETITION

It will be held during the Festival and the following official awards will be given:

– 1st prize · DOCUMENTARY DANZANTE AWARD: 5,000€ and a trophy.
It will be automatically qualified for the Documentary Short Films category of the Academy Awards for the corresponding year.

– JOSÉ MANUEL PORQUET IBERO-AMERICAN DOCUMENTARY DANZANTE: 2,000€ and a certificate.
For the best short documentary produced in an Ibero-American country: If the 1st Danzante Documentary Award happened to be given to a work of Ibero-American production, this award would be given to the second best Ibero-American work according to the jury.

 
THE AUDIENCE AWARD

Aragón Televisión will grant the “Audience Award” with the following considerations:

  • All the works selected will compete.
  • It will be awarded by the vote of the audience.
  • The award consists of the purchase of the broadcasting rights by Aragón Televisión for a value of 900€, as well as its promotion and dissemination. The consent of the authors will be requested.

 

THE SCRIPT AWARD

The Fundación Anselmo Pié Sopena and the Asociación de Libreros de Huesca (Association of Booksellers of Huesca) will award this Script Special Award with the following considerations:

  • All the works selected in the International and Ibero-American Competition will compete.
  • The jury will select a minimum of 3 finalists and a special jury appointed by the Association will decide the winner.
  • The award consists of 800€ and a certificate.

 

IX. ABOUT THE AWARDS

26.- None of the awards listed in the Competitions may be given in equal parts or left unclaimed.

27.- All the awards will be destined to film directors, with the exception of the Script Award and the films produced by academies, schools or institutions dedicated to teaching cinematography. The Script Award will be awarded to the scriptwriter or scriptwriters.

 
X. SPECIAL CONSIDERATIONS

28.- After the Festival, short films that have won awards or special mentions in cultural and educational programmes may be disseminated on a non-profit basis. The dissemination will be done with previous communication to the authors for their acceptance.

29.- Participants shall be responsible for the non-infringement of the rights of third parties related to the production of the registered film.

30.- Any registration to one of the competitions implies the acceptance of these Regulations.

31.- The Huesca International Film Festival will resolve, in its unappealable judgment, any eventuality not specified in these Regulations.

32.- These regulations will be published in Spanish, English, and French. For any difficulty in interpretation, the reference text is the Spanish version.
