REGULATIONS1. PURPOSE The Huesca International Film Festival, by means of its contests, aims to the dissemination of film culture. 2. ORGANIZATION It is organized by the Fundación Festival de Cine de Huesca. 3. GENERAL CONDITIONS Fiction, animation, experimental or documentary short films accepted by the Selection Committee can take part in the two Contests and whilst there are no theme restrictions, those dealing with tourism or publicity cannot be presented. The films entered must abide by the following rules: Production date must not be earlier than 2011. Films already inscribed in previous editions will not be accepted. Films must be sent in Betacam - SP o Betacam DIGITAL PAL system or in 35 mm standard copy. Films whose original version is not in English must be submitted with English subtitles. Screening time must not exceed 30 minutes for fiction short films and 40 minutes for documentaries. Short films corresponding to Iberoamerican countries will go through to the Iberoamerican Contest and the Iberoamerican Documentary Contest, and the award-winners from these contests will then participate in the International Short Film Contest and the International Documentary Contest, as will all those deemed worthy by the Selection Committee. 4. REGISTRATION Films entered for competition are subject to the following rules:

TRANSPORT AND PRINTS All the films selected for the Contest must be in the possession of the Secretariat before 15th May 2012 as well as communicating via fax or e-mail the date of shipment and means of transport used. The person or group who has submitted the film will pay insurance and shipment costs to Huesca. The Festival will pay for the return shipment of the non-awarded prints. The organizers of the Contest will assume the insurance expenses for the insurance of the films while the prints are in their possession. In case of damage to a print, the Festival’s responsibility will not exceed the costs of making a new print according to present rates for the making of a standard print. The screening of any film may be refused if it does not guarantee the necessary technical quality for a good public viewing. Films sent by post or courier service must be sent directly to the premises of the Festival. Films will be returned to the address specified on the application form once the contest has ended. 6. TELEVISION AND INTERNET BROADCASTING Participation in the Festival means the authorisation to broadcast extracts of the film in the Spanish TV channels and Internet. 7. JURY AND AWARDS The juries will grant the prizes amongst all the short films selected for the official section of the Iberoamerican and International Contests. The decision made by the juries will be definitive, their members ensuring to keep their decision in the strictest confidence until the prizes have been officially awarded and the Festival has ended.
IBEROAMERICAN SHORT FILM CONTESTIt will take place during the course of the Festival, and the following official prizes will be granted: DANZANTE Award, endowed with five thousand Euros (5000€) and may automatically qualify to enter the Short Films category of the Academy of Motion Picture Arts and Sciences - Hollywood for the concurrent season. CACHO PALLERO Award, given by the Agencia Española de Cooperación Internacional para el Desarrollo (AECID), endowed with two thousand Euros (2000€). INSTITUTO DE ESTUDIOS ALTOARAGONESES “JINETE IBÉRICO” Award, endowed with two thousand Euros (2000€) to the best Spanish first film work - that is, the 1st and 2nd film – unless the Danzante Award is awarded to a Spanish produced film, in which case it would then be given to the second most valued Spanish film by the corresponding jury.
INTERNATIONAL SHORT FILM CONTESTIt will take during the course of the Festival and the following official prizes will be granted: DANZANTE Award, endowed with five thousand Euros (5000€) and may automatically qualify to enter the Short Films category of the Academy of Motion Picture Arts and Sciences - Hollywood for the concurrent season. SPECIAL PRIZE OF THE JURY, endowed with two thousand Euros (2000€). FRANCISCO GARCIA DE PASO Award to the short film that best emphasises human values. YOUTH JURY Award, given by the Fundación Anselmo Pié Sopena, endowed with two thousand Euros (2.000€) to the best first work - that is, the 1st and 2nd film.

SPECIAL PRIZE OF THE JURY, given by the Agencia Española de Cooperación Internacional para el Desarrollo (AECID), endowed with two thousand Euros (2000€).

8. GENERAL CONDITIONS FOR THE AWARDS None of the aforementioned prizes can be awarded ex aequo nor remain unawarded for any of the four (4) contests- Prizes are for the film directors, except in the case where it has been produced by film academies, schools or other cinematographic teaching institutions. The prints of each of the films awarded the DANZANTE, SPECIAL PRIZE OF THE JURY, SPECIAL PRIZE OF THE JURY “JOSÉ MANUEL PORQUET” and CACHO PALLERO, will become the property of the Fundación Festival de Cine de Huesca, being able to be placed in film support, Betacam SP or Digital, DV or DVCAM. Likewise, the INSTITUTO DE ESTUDIOS ALTOARAGONESES “JINETE IBERICO” award and the YOUTH JURY award will remain the property of the respective Institutions, being able to be placed in film support, Betacam SP or Digital, DV or DVCAM. The prints will be kept in their respective film libraries, strictly for cultural usage and with no profit motive in mind. 9. SPECIAL PROGRAMMES After the conclusion of the Festival, those short films that have received awards o special mentions may be shown as Educative and Cultural Programmes, with no profit motive in mind, by which the Festival will inform the authors of such films beforehand. Participants must ensure that they have the right to participate in the Festival with regard to third persons connected with the production of the participating film. |
