REGULATIONS INTERNATIONAL SHORT FILMS CONTEST

1. PURPOSE

The Huesca International Film Festival, by means of its contest, aims to the dissemination of film culture.

2. ORGANIZATION

It is organized by the Fundación Festival de Cine de Huesca.

3. GENERAL CONDITIONS

Fiction, animation or experimental short films accepted by the Selection Committee can take part in the International Short Films Contest and whilst there are no theme restrictions, those dealing with tourism or publicity cannot be presented.

The films entered will have to abide by these rules:

  1. Production date must not be earlier than 2009.
  2. Films already inscribed in previous editions of the Contest will not be accepted.
  3. Films must be sent in 35 or 16 mm standard copy.
  4. Films whose original version is not in English must be submitted with English subtitles.
  5. Screening time must not exceed 30 minutes.

Short films corresponding to Iberoamerican countries will go through to the Iberoamerican Short Films Contest and the award-winners from this contest will then participate in the International Short Films Contest, as will all those deemed worthy by the Selection Committee.

4. REGISTRATION

Films entered for competition are subject to the following rules:

The entry form, fully completed, must be sent to the Secretariat of the Contest before 1st March 2010 together with a copy for the perusal of the Selection Committee. Format for the selection process must be in DVD, and those films whose original version is not in English must be submitted with English subtitles. It must be sent by postal service (with the inscription NO COMMERCIAL VALUE) or by courier service stating a value of no more than twelve Euros (12 Euros) to the Festival's address:

Copies will remain property of the Festival film library, in order to be consulted if necessary.

Along with the inscription form and film copy, there must also be included the dialogue list, synopsis, a minimum of three (3) photographs and informative material about the film, as well as the director’s biography and filmography, specifying the format of his works.

5. TRANSPORT AND PRINTS

All the films selected for the Contest must be in the possession of the Secretariat before 15th May 2010 as well as communicating via e-mail or fax the date of shipment  and means of transport used.

The person or group who has submitted the film will pay insurance and shipment costs to Huesca. The Festival will pay for the return shipment of the non-awarded prints.

The organizers of the Contest will assume the insurance expenses for the insurance of the films while the prints are in their possession. In case of damage to a print, the Festival’s responsibility does not exceed the costs of making a new print according to present rates for the making a standard print.

The screening of any film may be refused if it does not guarantee the necessary technical quality for a good public viewing.

Films sent by post or courier service must be sent directly to the premises of the Festival:

Films will be returned to the address specified on the application form once the contest has ended.

6. TELEVISION AND INTERNET BROADCASTING

The participation in the Festival means the authorisation to broadcast extracts of the film in the Spanish TV channels and Internet.

7. JURY AND AWARDS

The jury will grant the prizes among all the short films selected for the official section of the International Short Films Contest.

The decisions made by the Jury will be definitive, their members ensuring to keep their decisions in the strictest confidence until the prizes have been officially awarded and the Festival has ended.

INTERNATIONAL SHORT FILM CONTEST

It will take place during the course of the Festival and the following official prizes will be granted:

DANZANTE Award, endowed with ten thousand Euros (10000€) and may automatically qualify to enter the Short Films category of the Academy of Motion Picture Arts and Sciences of Hollywood for the concurrent season.

The Jury will have at its disposition the possibility to present a SPECIAL PRIZE OF THE JURY, endowed with three thousand Euros (3000€).

FRANCISCO GARCIA DE PASO Award to the short film that best emphasises human values.

YOUTH JURY Award, given by the Fundación Anselmo Pié Sopena, endowed with five thousand Euros (5000€) to the best first work (that is, the 1st and 2nd film in 16 or 35 mm).

JOSÉ MANUEL PORQUET Award, given by Publicaciones y Ediciones del Altoaragón, of the specialized critics.

None of the aforementioned prizes can be awarded ex aequo nor remain unawarded.

Prizes are for the film directors, except in the case where it has been produced by film academies, schools or other cinematographic teaching institutions.

The prints of the film awarded the DANZANTE and SPECIAL PRIZE OF THE JURY will become the property of the Fundación Festival de Cine de Huesca, being able to be placed in film support, Betacam SP or Digital, DV or DVCAM.

Likewise, the YOUTH JURY award will remain the property of the respective Institution, being able to be placed in film support, Betacam SP or Digital, DV or DVCAM.

The prints will be kept in the respective film libraries, strictly for cultural usage and with no profit motive in mind.

8. SPECIAL PROGRAMMES

After the conclusion of the Festival, those short films that have received awards o special mentions may be shown as Educative and Cultural Programmes, with no profit motive in mind, by which the Festival will inform the authors of such films beforehand.

Participants must ensure that they have the right to participate in the Festival with regard to third persons connected with the production of the participating film.
Registering a film under both Short Film Contests means the acceptance of the present rules of the contest.
The Board of Directors will decide on any eventualities not mentioned in these regulations and their decision will be final.
These regulations are printed in Spanish and English. If any doubt in interpretation arises, the Spanish version will be considered valid.
